Requirements definition is arguably the most important aspect of any acquisition or any program. After all, if you don’t identify and stabilize appropriate requirements or the results you are after, you surely lessen your chances of meeting them. It is interesting then that requirements definition and requirements management are cited so frequently in oversight reports as the root cause for programs that fail to achieve their stated objectives. As the adage goes, if you fail to plan, you plan to fail.
