Strategy and Organizational Development

Recently, Peggy has been leading the ASI team providing strategic and organizational development support for the Federal Emergency Management Agency’s Flood Insurance & Mitigation Administration, focusing on transforming FIMA’s business operations and linking strategic acquisition planning to program needs and desired outcomes. Previously, Peggy partnered with ICE OAQ Head of Contract Authority to design and assemble a five-year vision and strategic plan for ICE OAQ to mature its acquisition function and realize higher levels of organizational performance. She also increased the effectiveness of the NOAA National Ocean Service headquarters leadership team by facilitating dialogues to help define an operating model, supporting practices, and resolve responsibility overlaps and conflicts; increased clarity, cohesiveness between headquarters and field.
As Vice President of Consulting Services for SRA’s Touchstone Consulting Group, Peggy helped lead one of the top federal management consulting practices in the Washington, D.C., area delivering organizational and strategy development support to federal agencies, including NOAA, National Sciences Foundation, the Department of Energy, and Defense Finance Accounting Service (DFAS).
Peggy earned an M.B.A. from the MIT Sloan School of Management and a B.A., cum laude from Mount Holyoke College.

She holds a Certificate in Organizational Development from Georgetown University and a Certificate in Team Building, Drexler-Sibbet High Performing Team Model. Her passion is to guide federal acquisition organizations on their journey to higher performance and better mission outcomes.
