William C. Randolph

Acquisition Fellow

William joined ASI as an Acquisition Fellow addressing challenges in acquisition transformation, customer engagement, and outcomes-based acquisition. He serves the company and its customers as a key subject matter expert in more complex matters of federal acquisition and program management across all our engagements.

William has been a leader in acquisition, contracting and program management during his successful federal career. His extensive federal career includes serving as Assistant Director for Operations Support and Director and HCA in the Office of Acquisition Management at the Homeland Security Department Immigration and Customs Enforcement agency. Also at DHS, William was Director for Procurement Audit, Oversight and Support for the Office of Chief Procurement Officer. He developed his senior executive presence as Assistant Commander for Contracts for the Marine Corps Systems Command and a contracting officer for the Naval Sea Systems Command.

William is passionate about serving the mission outcomes of the federal government.  One expression of his passion is educating federal acquisition community leaders in the art and science of leveraging the private sector to achieve agency goals.

William holds a B.A. in Business Administration from Shepherd University in Shepherdstown, W.V. and is a graduate of the Federal Executive Institute Leadership for Democratic Society program. He holds a Business Resource Management Certificate from the University of Virginia, Darden School of Business and a DAWIA Level III Certification in Contracting.
