Co-authored the guidance for the federal government to implement performance based acquisition by leading an inter-agency industry partnership with GSA, DOD, DOT, USDA, and DOC, forever changing the way Government procures services.

Category Management

Partnered with GSA, OFPP, and OMB to implement category management in the Federal Government, developing the Acquisition Gateway and supporting the government in saving $27.3 billion from 2016 through 2019.

DITAP

With industry partners, ASI provided the content and foundation for how the government buys services using agile project management, creating a whole new sub-specialty and certification in contracting: Digital IT Acquisition Professional (DITAP). In 2022, all federal acquisition professionals who manage digital service contracts of $7M or more will be required to have a FAC-C core-plus specialization in digital services (FAC-C-DS) certification.

Timothy Cooke

Chief Executive Officer & Owner

Tim is a veteran of the professional services industry whose business leadership roles helped build and grow premier companies in the industry. As owner, President and CEO of ASI Government, LLC, he puts his experience to work to create value for clients who leverage the marketplace to create mission essential capabilities for dozens of public sector organizations. He believes that value in ASI’s business is driven by services and solutions delivered by highly skilled consultants and experts in acquisition, combined with deep understanding of clients’ organizations, and hunger to create desired mission outcomes.

Mark Attwa

Executive Vice President / Chief Financial Officer

Mark is ASI’s EVP/CFO. He assisted in all aspects of the 2017 divestiture of the firm from its private equity owners and participated in the purchase of the professional services divisions by its CEO. Mark joined ASI in 2015 as its Senior Comptroller and Finance executive, supporting both the company and its private equity owners.

He is an accomplished finance and business executive focused on driving value through financial management and related G&A functions. Mark has more than 15 years of experience planning, managing, and guiding companies toward their financial and operational management goals.
