U.S. Navy SeaPort-e Acquisition Program for Services Procurements

ASI Government (ASI) is proud to support the U.S. Navy SeaPort Enhanced (SeaPort-e) Acquisition Program for Services Procurements. The information below outlines ASI’s SeaPort-e-related experience, teaming, and more.

ASI’s key services experience over the past three years focused on five functional areas. While ASI supported all five functional areas across each organization, below are examples of services provided at DISA (CAE ASC Support), DFAS (J62 and DEBS Administrative, Acquisition, and Financial Management Support Services), and NSA (Enterprise Program Management II (EPM II) BA6):

Supported the application of engineering disciplines for development of new and existing NSA capabilities and systems, including assisting the Senior Acquisition Executive (SAE) in implementing DoD 5000, Operation of the Defense Acquisition System. Supported significant alterations to existing NSA systems, including perfecting the tracking of mission requirements, resources, and priorities with ongoing system development efforts.

Logistics Support (NSA)

Applied the engineering and analytical disciplines required to implement acquisition logistics as a multi-functional technical management discipline to support the Contracting Officer’s Representatives (COR) for many of the 16 “high-risk” contracts identified by the SAE, providing pre- and post-award support for major systems, and working hand-in hand to streamline post-award contract management processes.

Training Support (DISA)

Applied the engineering and analytical disciplines required to ensure adequate instruction through live training and online learning assets provided through our support and maintenance of the DISA Component Acquisition Executive (CAE) website and knowledge management system. Organized development and process improvement training for senior-level subject matter expertise and training professionals to support DoD customers (both internal and external to DISA), who require assistance across the lifecycle of IT-focused acquisition or Acquisition of Services.

Program Support (DFAS)

Applied business, financial, management, and technical disciplines to acquisition programs, including the stand-up of the Acquisition Management Office (AMO) Base Realignment and Closure (BRAC), which consisted of transferring more than 100 sustainment programs into the AMO as a result of the major Pentagon reorganization that established the DFAS BTA
Integrated a complex system of functional disciplines to achieve goals such as on-site acquisition and support to the Defense Agencies Initiative and Security Cooperation Enterprise Solution programs.

Functional and Administrative Support (DFAS)

Provided analytical and organizational assessment support functions, Human Capital Strategy processes and programs, organizational development efforts, and organizational process improvement efforts to support the BTA Systems Engineer in hosting the first Systems Engineering IPT meeting with the presentation of the DBSAE notional architecture to BTA program management offices (PMOs); and assisted DFAS BTA Acquisition Executives in identifying underlying systems engineering deficiencies in WBSs/IMSs to improve program surveillance
Applied organizational assessment, infrastructure assessment, financial management, process engineering, business as well as technical and non-technical disciplines to support the development and implementation of the DFAS CAE strategic plan; assisted with defining the roles, responsibilities, relationships, and processes of the CAE, the DBSAE, and various components.

ASI rigorously employs disciplined processes to ensure the quality and timeliness of deliverables. The assigned Project Manager is responsible for ensuring needed personnel are available and oriented to the customer’s needs and the task at hand. The Project Manager also oversees execution of deliverables in terms of timeliness, accuracy, reliability, and completeness. As a quality assurance measure, our teams prepare deliverables both in draft and in final form. Our teams write and edit all drafts to the quality of a final product before initial submission to the client.

Each deliverable is reviewed by a team member other than the person who developed it or by other corporate resources on site or off site, so that both draft and final deliverable products are read by at least two people. This “second set of eyes” provides an objective review that is more likely to catch any problems with content, flow, grammar, style, etc.

Our strategy for maximizing quality is founded on three corporate initiatives: 1) make templates, samples, and examples available to the team so solutions can be delivered to clients efficiently; 2) offer process and training tools similar to the OFPP’s Seven Steps to Performance-Based Acquisition (developed by Acquisition Solutions) to support and standardize our internal approaches; and 3) provide reach-back access to subject matter experts throughout the company.
