ASI supported FEMA in designing and implementing the strategy for the first federal reinsurance program in under six months — resulting in FEMA’s recovery of $1.042 B from private markets in the wake of Hurricane Harvey and selection of the FEMA team for the 2018 Samuel J. Heyman Service to America Medals (SAMMIES) for Management Excellence.

ASI Accomplishments in Strategy & Organization Development

  • Supported TSA in the design and implementation of its strategy to transform its customer experience for 750 million passengers nationwide, resulting in TSA client team receiving 2021 Service to the Citizen award
  • Developed and implemented the strategic plan, vision, and goals to improve the acquisition function across FEMA-FIMA. Results included: 70% reduction in cycle time for critical acquisitions; 50% reduction in late package submission; and consolidation of 29 smaller actions into 7.
  • Designed and implemented TSA-wide performance metrics, resulting in improved OMB A-11 scoring.
  • Designed and implemented Train-the-Trainer curriculum and roll-out for TSA nation-wide local action planning sessions to engage employees in designing action plans to address employee morale issues identified in the Federal Employee Viewpoint Survey (FEVS).
  • Designed and implemented the strategy for the first ever redesign of the National Flood Insurance Program’s risk rating, leading to the successful overhaul in under two years of the risk rating methodology which will be implemented nation-wide to better protect citizens’ lives and property.
  • Designed and implemented the strategy for the first ever federal reinsurance program—for which its FEMA clients received the prestigious Samuel J. Heyman Service to America (SAMMIE) award for Management Excellence.
